MEDICINAL USE:  CURRENT GLOBAL PERSPECTIVE
DR. LESTER GRINSPOON

“Two powerful forces are now colliding:  the growing acceptance of cannabinopathic medicine and the proscription against any use of the plant marijuana (cannabis), medical or nonmedical.  As a result, two distribution systems are now emerging for cannabinopathic medicine: the conventional model of pharmacy-filled prescriptions for FDA approved cannabinoid medicines, and a model closer to the distribution of alternative herbal medicines.  The only difference, albeit an enormous one, will be the continued illegality of whole smoked or ingested cannabis.

In any case, increasing medicinal use by either distribution pathway will inevitably make a great number of people familiar with cannabis and its derivatives.  As they learn that its harmfulness has been greatly exaggerated and its usefulness underestimated, the pressure will increase for drastic changes in the way that we as a society deal with this drug.”

As at 2010, the results of “79 controlled clinical trials on humans had been published, along with more than 15,000 peer reviewed scientific articles on the chemistry and pharmacology of cannabis and cannabinoids, as well as more than 2,000 articles on the body’s natural endocannabinoids.”  Ed Rosenthal’s Marijuana Growers Handbook

Many, many more studies have been conducted since then, and there is an abundance of local, medically documented case results, including cancer clears, available. It is only prohibition, and the danger of prosecution that keeps most people from being able to freely share these results.

What is becoming common knowledge globally, and what has been proven through laypersons treating themselves, and through actual documented scientific results in laboratories around the world is that the Cannabis bud in its organic, raw state is one of the safest and most effective medicinal substances known today.  Used in conjunction with a natural, alkalinising diet and a healthy psychology geared to wellness, it has produced results over a spectrum of illnesses which have astounded doctors.  Doctors who are restricted from exploration of this area of medicine by various factors, including current M.C.C. [1] policy and even consensus with international treaties.

WHY IS IT ILLEGAL IF IT WORKS?

The United States Dept. of Health and Human Services has held the worldwide patent on Cannabinoids since 2003.  Much of the U.S. federal government research showing successful results was recalled and repressed when Nixon instituted the infamous “war on drugs” i.e. AFTER the positive benefits were already known.  The demonisation of the plant earlier (1930's) was achieved by an intense propaganda campaign run by the first U.S. Drug Czar, Harry Anslinger.  In fact, there are still U.S. Dept. of Health patients with terrible illnesses who can lead fully functional lives by using smoked Cannabis cigarettes provided to them on a monthly basis, in perpetuity, by the U.S. Government, neatly rolled and delivered in a can.

INTERNATIONAL TREATIES

The main problem legally is that Cannabis is listed on Schedules I and IV of the UNSCND (United Nations Single Convention on Narcotic Drugs) which does in fact make provision for countries to make independent decisions where public health and safety are concerned, so this treaty is not necessarily completely binding when it comes to Cannabis, even though it is treated as such.

The intention of S.A.C.C.R.A. is to shift this paradigm via an equitable regulatory structure under current law so that every person has access to plants for domestic use, and to safely expand, implement and regulate medical, commercial and industrial use.  We can literally treat cancer, HIV wasting disease, chronic pain (plus over 700 illnesses/disorders) with a plant we can grow in our back gardens with just a little information and training.

[1] The M.C.C. or Medicines Control Council is a state body which was originally formed to control pharmaceutical drugs.  In 2015, changes were made to current legislation which expanded this body's control to "all substances" which affect human and animal health and which allow its board to act independently of government control under its new name S.A.H.P.R.A. (SOUTH AFRICAN HEALTH PRODUCTS REGULATORY AUTHORITY)

In this way the Council has equal control of all natural and traditional health products as well as pharmaceutical drugs, and is already applying extreme measures to control access to the production of natural remedies, no matter how effective they are.
